Noelle: "Maybe when I'm older I can drive."
Chris: "Yeah, when you're a lot older."
Noelle: "Like this many?" (holds up 4 fingers)
Chris: "No, when you're 16."
Noelle: "Yeah, when I'm 16 I can drive...and maybe when I'm 16 I can have gum in my mouth too."

So is sounds like Chris is telling Noelle that by the time she is 16 she will be able to drive and chew gum at the same time.
